ASTHMA CAMP
Asthma Camp is being held again at Alturus Lake near Stanley, Idaho, August 13-17, 2001.  If you know of any children that would benefit from going to this camp, camperships are available.  If you would like to volunteer or would like more information, please contact Jan Ford at janeford@sarmc.org or at St. Alphonsus, 367-2790.

News from Eastern Idaho

Eastern Idaho Respiratory Therapists from EIRMC held their 2nd Annual Community Asthma Clinic on 
June 22 and June 23, 2001.  The clinic on June 22 was held for adults with asthma while the clinic on June 3 was for the kids with asthma and their parents.  We brought in a speaker from the local medical community and one from Primary Children's in Salt Lake City. 

Respiratory Therapists Marilyn Miller, Renae Palmer, Heidi Pyrah, and David Blakeman were on hand to teach classes and answer any questions.  The attendance exceeded last year's numbers on both days and the end of clinic evaluations were great.  The graduating kids received a certificate, some free swim passes, and a big round of applause from all.  Parents and adults attending stated that they wish they had known this information a long time ago.  The thank yous were numerous.

ISRC Board Meeting
April 20, 2001
Twin Falls

Members present:  Duke Richardson, Tom Gable, Rob DeVinaspre, Lande Lambert, Steve Schaal, Connie Leavitt, Conrad Colby, David Blakeman, Jan Ford, Carla Miller, Ramona Sailor, Marilyn Miller, Ranae Palmer, Paul Smith and guest Pam Lambert.  (Editor's note:  If you would like a copy of any of the attachments mentioned in the meeting minutes, please contact Ramona Sailor.)

Goals and Objectives:  Connie will send suggestions to the Board for consideration at the meeting in Idaho Falls August 24. 

Web Site:  Pam Lambert showed the members on a  laptop what she had designed.  There are places for education info,. scholarship info, the Mountain Air, e-mail addresses for officers, meeting times, membership applications, employment opportunities, and lots more.  Other links can be put in.  Other suggestions were asthma education, smoking cessation opportunities, Camp Super Breathers, what is respiratory therapy, salary scales, chat rooms, bulletin boards, and question and answer sites.  Pam will register the web site and be the web master for this year.  She will be paid for her time.  The ISRC president will be a clearinghouse for anything new put on the web page. 

Reading of the Minutes:  The minutes of the last meeting were read and approved with two corrections. 

Treasurer’s Report:  Duke e-mailed the report to board members (See attached).  The two CDs that we have give a very small return.  Duke suggested we wait until May, when interest rates drop, to reinvest.  Even with paying the penalties for early withdrawal, it can easily be made up with the new investments.  He has made arrangements for a credit card with Kinkos.  If any one needs one, contact him.  There have a few problems with the Wells Fargo on-line banking that are related to the merger.  Duke requested that he be notified if any checks and deposits are made to facilitate bookkeeping for him. 

PACT:  Connie filters the PACT information she receives and then passes it on to the members.  Read it if interested.  David asked why Idaho doesn't have a listing on the state legislative site.  Connie stated that we don't have active lobbyists or issues that anyone wants to take on. 

Membership:  Idaho has 154 active members.  Tom presented some information to Nola from the North Dakota Society.  The first proposal for recruitment is to have the ISRC pay one half of the cost of conversion from student to active status for the BSU RT students.  This would result in about 15 new members each year and would only cost the society $390.  The president would talk to the 2nd and 3rd year students about the benefits of belonging to the AARC.  The next proposal for retention would be to have the ISRC member's names put into a drawing at the annual meeting.  The winner would have a one-year AARC membership paid for by the ISRC.  It was suggested that the ISRC have projects for the students to work on to keep their interest.  These are suggestions for further consideration. 

Delegate Report:  Duke reported for Bob.  He has a form to nominate an outstanding affiliate if anyone is interested.  One of the state societies had a volleyball competition that helped raise funds for the AARC disaster relief fund.  Bob has information on hat if anyone is interested.  There is discussion going on at the AARC on whether to have a summer forum in Puerto Rico.  It would depend on the airfare as to whether or not we send anyone. 

Newsletter:  The question was raised if we have sponsors for the newsletter, will we have to send out a specific amount.  Nancy was not available to ask. 

Camp Super Breathers:  They will accept up to 25 kids.  They are currently looking for camperships.  Easy Breathers from Eastern Idaho sponsor one camper.  A motion was passed to give a lump sum of $200 to them. 

Legislative Report:  Connie reported for Michelle. (See attached)  Marilyn stated that she has a very proactive office for her rehab and has had no problems with reimbursement. 

Conference Committee Report:  (See attached)  David handed out a rough draft of the program schedule.  Information on the golf, river rafting, and motels will be sent with the final brochure.  There are plans to have a sputum bowl competition.  A motion was passed to keep the registration fees the same as last year. 

Old Business: 

  • Connie sent a letter to the Board of Medicine regarding the concern about unlicensed caregivers.  (See attached)  David also sent one.  The answer back said to refer to previous Board of Medicine minutes.  Lande stated the letters are sent to DMEs to tell them what they can and cannot do as the Board of Medicine interprets the laws.  Diagnostic and therapeutic instructions must have licensed caregivers.  They must make sure they have a written order for any CPAP/BIPAP setups just like any other medication orders.  Protocols can be followed without a specific written order by the doctor.  We need to be proactive in regards to educating the public about what companies are doing to and for them. 
  • Connie read a letter form the AARC about the proposed Continuing Competency Program.  (See attached) 
  • The scholarship information needs to be advertised and placed on the web site. 
  • Regie and Conrad will go the the PACT meeting this summer. 
New Business: 
  • Connie will submit the application to get an International Fellow.  Nola has agreed to be the city hostess. 
  • In about a year there will be a Medicare requirement of hospitals to ask incoming patients whether they smoke and make an offer to help them quit.  Marilyn explained what EIRMC does and it was decided to give her 15 minutes at the annual meeting in August to give a presentation on what they do about asking patients and getting them involved in smoking cessation. 
Next Meeting:  The next meeting is scheduled for 11:45 a.m. at the Annual ISRC Conference on August 24, 2001, in Idaho Falls.
